The fourth round of heavy smog to hit Beijing in four weeks has sent more people to the hospital with respiratory(呼吸的) illnesses and led to calls for laws to control the pollution.
Pan Shiyi, a celebrity real estate developer said he is planning to propose (提案) a Clean Air Act to the local government. As a representative to the Beijing Municipal People's Congress, he started an online survey at 9:20 a.m. Within three hours, more than 25,000 web users, or 99 percent of total respondents(應(yīng)答者), welcomed his proposal on Sina Weibo, China's Twitter.
They have good reasons to stand alongside Pan. The latest round of haze(霧霾)reduced visibility to under 500 meters in many parts of the city. The smog has also led to a great increase in respiratory illnesses, particularly among children and the elderly. Anxious parents and doctors almost all blame the smoggy air for the illnesses. Though most schoolchildren are home for the winter holidays, the bad air can easily move indoors. Besides, ordinary medical masks fail to provide adequate protection, so some people have turned to gas masks and respirators(呼吸器).
The causes of the scary smog are rather mysterious, though experts blame excessive emissions and the mountains around Beijing that trap pollution in winter, unless there is adequate wind to clear it away. Some critics have pointed fingers at China’s top two oil firms, China National Petroleum Corp and China Petrochemical Corporation, saying the companies’ outdated production technologies produce large quantities of substandard, high-polluting gas fuel.
Meanwhile, concerned Beijingers have moved their brainstorming sessions to cyberspace. If Pan’s proposal for a Clean Air Act is adopted, netizens say the new law should include items providing for “car-free days” in times of smog, higher standards for vehicle fuel, stricter restrictions on industrial and exhaust gas emissions, and more effective protection for the public.
Beijing is not the only city that has ever lost the blue sky. Five days of thick fog caused thousands of deaths in Britain in December 1952, urging the government to pass the first Clean Air Act in 1956, which introduced smokeless zones and cleaner fuels to reduce pollution. That may provide some experience for Beijing to refer to.

The English test will be removed from China’s college entrance exam by 2020, according to details of exam and admission reform revealed by the Ministry of Education. The national college entrance exam, known as the “Gaokao” has been used to evaluate Chinese students for three decades. The Ministry of Education has worked out a plan for reforming exams and enrollment. The Ministry will solicit(征求) public opinions before its release. Instead, tests will be held several times a year to allow students to choose when and how often they sit the exam so as to alleviate study pressure and change China’s once-in-a-lifetime exam system.
The plan and suggestions for its implementation will be announced in the first half of next year. It will be piloted in selected provinces and cities and promoted nationwide from 2017. A new exam and admission system will be established by 2020, according to the education ministry.
The decision has aroused a heated discussion among Shanghai educators and parents who doubted the reform would reduce the burden of learning English or if the substitute test could reflect a student’s English skills and help students learn English better.
“The reform shows China is learning from the West to give students more test-taking chances. But more chances might become more of a burden since Chinese students are likely to repeat the test until they get the highest score,” said Cai Jigang, a professor at Fudan University’s College of Foreign Languages and Literature and chairman of the Shanghai Advisory Committee for College English Teaching at Tertiary Level.
Yu Lizhong, chancellor of New York University Shanghai, where classes are in English and students are required to have a high standard of English, said the most important aspect of the reform lay in what to test and how to test.
“ As far as I see, the reform doesn’t mean English is no longer important for Chinese students after it will be excluded from the unified college entrance exam,” Yu said. “In a way, English is even more important than before since the test would only serve as reference, while every college and university, even every major, can have different requirements of a student’s English skills under a diverse evaluation system. ”
Yu said some students will have their study pressure reduced if the major they choose doesn’t need excellent English while others still need to study hard if they want to be among the best students.
The education ministry said the reform would not affect students attending the college entrance exam over the next three years.

Matt Haimovitz is 42 and a renowned cellist (大提琴手) in the world. He rushed into the classical music scene at the age of 12 after Itzhak Perlman, the famed violinist, heard him play.
But nothing in his family history explains where Haimovitz got his extraordinary talent. And that’s typical, Ellen Winner, a professor says.
“People are fascinated by these children because they don’t understand where their talent came from. You will see parents who say, ‘I wasn’t like this, and my husband wasn’t like this.’ It seems to sometimes just come out of the blue,” Winner says.
It’s not clear whether a prodigy’s (天才)brain is any different from the brains of other children, in part because there have been no study comparing the brains of prodigies to those of average people.
“But I believe that anything that shows up so early, without training, has got to be either a genetic or some other biological basis,” Winner says. “If a child suddenly at the age of 3 goes to the piano and picks out a tune and does it beautifully, that has to be because that child has a different brain.”
Children who are extremely gifted tend to be socially different, too, Winner says. “They feel like they can’t find other kids like themselves, so they feel strange, maybe even like a freak, and feel like they don’t have anybody to connect with. On the other hand, they also long to connect with other kids, and they can’t find other kids like themselves.”
As Haimovitz got older, he became frustrated. He wanted to play other kinds of music but felt constricted by the image and the expectations of the boy prodigy who played classical music and filled concert halls.
“When you start that early, you suddenly start to grow up in public, and I wanted to experiment,” Haimovitz says.
So he took his cello into punk rock clubs and coffee houses. He played Bach, Haydn and Hendrix. “My teacher was Leonard Rose, and we never played any 20th-century music. He didn’t like it. But once I was exposed to James Marshall “Jimi” Hendrix, Miles Dewey Davis El and others, I couldn’t really turn back. I wanted to know more,” he says.
