If a city wishes to  host the Olympics, it must submit a proposal(提交提案) to the IOC. After all proposals have been submitted, the IOC votes. If no city with the fewest votes is eliminated, the voting continues, until a majority winner is determined. Typically the Games are awarded several years in advance, allowing the winning city time to prepare for the Games.
In selecting the site of the Olympic Games, the IOC considers a number of factors, and chiefly among them is which organizing committee seems most likely to stage the Games effectively. The IOC also considers which parts of the world have not yet hosted the Games. For instance, Tokyo, the host of the 1964 Summer Games, and Beijing, that of the 2008 Games, were chosen in part to popularize the Olympic movement in Asia. Because of growing importance television worldwide, the IOC in recent years has also taken into account the host city’s time zone. Once the Games have been awarded, it is the duty of the local organizing committee----not the IOC or the NOC of the host city’s country to provide them with money. A multinational investigation of cell phones and brain cancer, in 13 countries outside the US, has been underway for several years. It’s funded in part by the European Union, in part by a cell phone industry group. Nuclear radiation has a certain mystery about it, partly because it cannot be detected by human senses. It can’t be seen or heard, or touched or tasted, even though it may be all around us. This is the case when only a few cells are hit, and if they are killed immediately. Your body will replace the dead cells with healthy ones. But if the few cells are only damaged, and if they reproduce themselves, you may be in trouble. They can grow into cancer. Sometimes this does not show up for many years.
This is another reason for some of the mystery about nuclear radiation. Serious damage can be done without the victim being aware at the time that damage has occurred. A person can be irradiated(輻射)and feel fine, then die for cancer five, ten, or twenty years later as a result. Or a child can be born weak as a result of radiation absorbed by its grandparents.     
Radiation can hurt us. We must know the truth.

Doctors in Britain are warning of an obesity time bomb, when children who are already overweight grow up. So, what should we do? Exercise more? Eat less? Or both? The government feels it has to take responsibility for this expanding problem.
The cheerful Mr. Pickwick, the hero of the novel by Charles Dickens, is seen in illustrations as someone who is plump and happy. In 18th century paintings, beauty is equated (使…等同) with rounded bodies and soft curves. So, having bought some cross trainers, how much exercise should you do? According to Sir Liam Donaldson, at least 30 minutes of moderate activity five days a week. Is going to the gym the answer? Luckily for those who think that running machines are boring, the Health Development Agency believes that physical activity that fits into people's lives may be more effective. They suggest taking the stairs rather than the lift, walking up escalators, playing active games with your children, dancing or gardening. And according to a sports psychologist, Professor Biddle, gyms "are not making the nation fit", and may even cause harm.
There's new scientific evidence that too much exercise may actually be bad for you. Scientists at the University of Ulster have found that unsuitable exercise releases dangerous free radicals that can adversely (oppositely) affect normal function in unfit people. The only people who should push their bodies to that level of exercise on a regular basis are trained athletes.
So, should we forget about gyms and follow some expert's advice to reduce sedentary (久坐不動(dòng)的) activities and increase exercise in our daily life? After all, getting off the bus a stop early and walking the rest of the way can't do any harm! One final thought. How come past generations lacked gym facilities but were leaner and fitter than people today?

Risk of death is 3.5 to 5 times greater for obese (肥胖的) smokers than it is for people who have never smoked and are at a normal weight, according to a study published in the November, 2006 issue of the American Journal of Preventive Medicine.
The study, which began with a self-administered questionnaire taken between 1983 and 1989, asked more than 80,000 radiologic technologists aged 22 to 92 questions about age, height, weight and smoking behavior.
BMI (body mass index) was calculated, with a BMI of 30 to 34.9 being considered obese, and 35 and over being very obese. Smoking behavior was analyzed by looking at a person's tobacco consumption level, number of years smoked, and current smoking status. Researchers then followed participants through December of 2002, noting the number of deaths that occurred.
The study involved researchers from the National Cancer Institute, the University of Minnesota and the American Registry of Radiolegic Technologists.
Key Findings:
20 percent of obese adults in the United States smoke.
Obese smokers face a greater risk of death from cancer and circulatory disease.
Current smoking is a greater risk factor for death by cancer than obesity is, generally speaking.
The higher a person's pack-years (number of packs smoked per day times the number of years smoked) are, the greater the risk of death.
Men and women of all ages faced an elevated risk of death due to circulatory disease as BMI increased. And for those who were both obese and currently smoking, risk of circulatory disease increased 6 to 11 times under the age of 65, as compared to their never-smoking, normal weight counterparts.
While it's not surprising that obesity coupled with smoking is a recipe for trouble, it is important to highlight this growing health concern in America today.

“Drink your milk. It’s good for you!” You’ve probably heard that many times, and it’s true. Milk contains calcium, which is a necessary nutrient for keeping bones and teeth healthy and strong. The U.S. government even requires milk as part of the National School Lunch Program, saying that students should drink one cup of fat-free or low-fat milk at each meal.
Last Thursday, however, a group of doctors asked the government to remove milk from the lunch program. The Physicians Committee for Responsible Medicine (PCRM) says, “Milk is high in sugar, high in fat and high in animal protein, all of which have negative effects on health.” “One of the only reasons people talk about dairy, or promote it, is that it is going to help build strong bones.” says Dr. Neal Barnard, president of the PCRM. There are better and healthier ways to get calcium such as eating beans, broccoli, cereals and tofu. Orange juice and soymilk that have calcium added to them also supply the nutrient.
Of course, calcium is important for healthy bones and teeth, but your genes, how much vitamin D you take in and getting an hour’s worth of exercise every day all play a part.
Some nutritionists disagree with the idea that milk isn’t important. Keri Gans, a dietitian, says, “I think it’s irresponsible to take away this beverage that children enjoy, especially among those who are unable to meet their nutrient needs for the day, and remove it from the lunch line.”
The U.S. government is studying the request of the PCRM, but a decision may be a long way off. Meanwhile, Marion Nestle, a professor at New York University, puts it best: “Milk has nutrients. Other foods have the same nutrients. It’s just a food. Like other foods, too much might be a problem.”
