A quality education is the basic liberator.it can free people from poverty, giving them the power to greatly improve their lives and take a productive place in society.It can also free communities and countries,allowing them to jump forward into periods of wealth and social unity that otherwise would not be possible.
For this reason,the international community has devoted itself to getting all the world’s children into primary school by 2015,a task known as Education for All.
Can education for aIl be achieved by 2015? The answer is undoubtedly “yes,”although it is a difficult task.If we now measure the goal in terms of children successfully completing at least five years of primary school,instead of just enrolling(注冊)for classes,which used to be the measuring stick for education,then the task becomes even more difficult.Only 32 countries were formerly believed to be at risk of not achieving education for all on the basis of enrollment.The number rises to 88 if completion of primary school is used as the standard.
Still,the goal is achievable with the right policies and the right support from the international community.59 of the 88 countries at risk can reach universal primary completion by 2015 if they bring the effectiveness and quality of their education systems into line with standards observed in higher-performing systems.They also need great increases in outside support.The 29 countries falling farthest behind will not reach the goal without extra fast speed of progress.But this is achievable with creative solution,including use fo information technologies,enough foreign aid, and fewer people living in poverty.
A key lesson of experience about what makes development effective is that a country’s ability to use aid well depends heavily on its policies,institutions and management.Where a country scores well on these,foreign assistance can be highly effective.

These are the kinds of statements used in magazine, newspaper, radio and television ads, promising new shapes and new looks to those who buy the medicine or the device (設(shè)備;裝置). The promoters (推銷員;促銷員) of products say they can shape the legs, slim the face, smooth wrinkles, or in some other way to beauty or desirability.
Often such products are nothing more than money--making things for their promoter. The results they produce are questionable, and some are dangerous to health.
To understand how these products can be legally promoted to the public, it is necessary to understand something of the laws covering their regulation (條例). If the product is a drug, FDA(Food Drug Administration) can require proof (證明)under the Food, Drug, and Cosmetic Act that is safe and effective before it is put on the market . But if the product is a device, FDA. has no author to require premarketing proof of safety or effectiveness. If a product already on the marker is a danger to health, FDA can request the producer or distributor to remove it from the market voluntarily, or it can take legal action , including seizure (查封) of the product.
One notable case a few years ago involved an electrical device called the Relaxacisor, which had been sold for reducing the waistline. The Relaxacisor produced electrical shocks to the body through contact pads. FDA took legal action against the distributor to stop the sale of the device on the grounds that it was dangerous to health and life.
Obviously, most of the devices on the market have never been the subject of court proceedings(法律訴訟),and new devices appear continually. Before buying, it is up to the consumer to judge the safety or effectiveness of such items.

Common sense is the most widely possessed quality of the people surveyed. Seventy-nine percent award themselves a top score in this quality. And 61 percent say that common sense is very important in contributing to their success.
To most, common sense means the ability to present sound, practical judgments on everyday affairs. To do this, one has to remove extra ideas and get right to the key points of what matters. A Texas oil and gas businessman puts it this way: “The key ability for success is simplifying. In conduction of meeting and dealing with industry reducing a complex problem to the simplest term is highly important.”
Is common sense a quality a person is born with, or can you do something to increase it? The oil man’s answer is that common sense can definitely be developed. He owes this to learning how to debate in school. Another way to increase your store of common sense is to observe it in others, learning from their—and your own—mistakes.
Besides common sense, there are many other factors that influence success: knowing your field, self-reliance, intelligence, the ability to get things done, leadership, creativity, relationships with others, and of course, luck. But common sense stands out. If you develop these qualities, you’ll succeed. And you might even find yourself listed in Who’s Who someday.

Some people would go through anything just to achieve their dream. Kasia Siwosz is proof. For the final year student on the university women’s tennis team, the road to Berkeley, University of California was met with poor advice and misinformation from her home country and two unsuccessful stops along the way that fell short of expectations.
Born in Poland, Siwosz began playing tennis at seven years old and developed the skills that helped her earn a top-50 ranking among the ITF Junior division (國際網(wǎng)球聯(lián)會青少年賽).. Siwosz wanted to do more with her life than just play tennis, which led her to seek chances that would also allow her to obtain a top education. While most who grow up in the U.S. are naturally accustomed to the American tradition of collegiate (大學(xué)的) sports, such a custom is not as familiar in a country like Poland. “There’s no collegiate sports in Poland and no culture of sports and academic (學(xué)術(shù)的) study there. You can only do one, not both,” Siwosz said.
Her desire to have a quality education led her to America to follow her dream. While Siwosz was talented enough to begin her collegiate tennis career, she could only attend community college because she missed the deadline to apply to four-year schools, mainly due to misinformation provided in her home country of Poland.
When she had earned all her credits and was able to transfer (轉(zhuǎn)學(xué)), Siwosz made the decision to attend Baylor in Texas. Her friends from Poland put in a good word for the university, saying that it was a good fit because there were many international players at Baylor. “I thought it would be a good idea, but it really wasn’t what I thought it would be,” Siwosz said. “I wasn’t happy at Baylor. The level of tennis was high, but the academic standards were no match and I just wanted more.”
After one year at Baylor, Siwosz’s luck finally began to change when she made the decision to transfer to Berkeley, which was due in large part to Lee, a former Berkeley student. Lee, who is a keen tennis player himself, met Siwosz four years ago in Texas. “I knew she was unhappy there,” he said. “I saw the opportunity for her to come here.” Siwosz visited Lee in Berkeley. “I ended up loving this place and this school,” Siwosz said. “I came here a lot over the summer, I gave it a shot and I ended up with a Berkeley education and a spot on one of the best college tennis teams in the country.”
