解:(1)從小到大排列:0.01,0.01,0.02,0.03,0.03,0.03,0.03,0.03,0.04,0.04,0.04,0.05,
∴眾數(shù)是0.03克/立方米,中位數(shù)是0.03克/立方米;

(2)平均數(shù)=(0.01+0.01+0.02+0.03+0.03+0.03+0.03+0.03+0.04+0.04+0.04+0.05)÷12=0.03克/立方米.
因為0.03>0.025,所以不符合國家環(huán)保局的要求.

(3)加強綠化,提高城市的綠化率;加強工廠的管理,提高工廠排放標準.
分析:眾數(shù)就是出現(xiàn)次數(shù)最多的數(shù),中位數(shù)是大小處于中間位置的數(shù),本組中共有12個數(shù),中位數(shù)就是中間兩個數(shù)的平均數(shù);把這12個數(shù)求和,再除以總個數(shù)就得到平均數(shù),把這個數(shù)與國家標準進行比較就可以得到結(jié)論.
